JD opened the meeting.

Continuance – 53-55 Highridge Road – Variance Request for less than 10 lots in Major Residential Development

Mr. Jones requested a continuance to the next meeting so that his attorney could be present.  

AP motion to grant the request for a continuation to December 6, 2012.
JS second.

Mr. Lussier requested for a continuation to December 6, 2012 so that his attorney could be present.

Paul Cusson of Delphic Associates explained he would be representing Tim Jones, manager of the 40B project that is proposed at the former drive-in site on Pulaski Blvd. Mr. Cusson explained how the process of a friendly 40B worked and that Mr. Jones and himself have been meeting with the different boards in order to get the local initiative program signed and submitted to MA Housing where an approval was issued on the site.  The site approval letter has been signed.  The proposal is for 20 single family homes done in 2 phases.  The board was given the definitive plans along with the project narrative.  Mr. Cusson explained that 25% have to be set aside for low to moderate income and we do have to comply with state laws.  The BOS have seen several house plans, all were favorable to them.  The Conservation Commission is important and we will have discussions with them along the way.  There were questions in regards to timelines.  Mr. Cusson stated that phase 1 may be started in spring.  And it would take another 10 months to a year from that date when Phase 2 would begin.  All time estimates are contingent with the market.  It would be about 18 to 24 months in total.   The audience members were invited to ask questions.  There were many residents interested in the style of home, how quickly they would be built, and the traffic and affordability computation.  Mr. Cusson answered the questions to everyone’s satisfaction and stated that all information and plans would be available in the Building Department for the public to review at any time.   The board members were satisfied with the evenings presentation and discussed the next step which would be to ask each board and committee if they had any questions, if a peer review was required and if so, who would that board/committee recommend.  Mr. Cusson asked that the board get any comments or questions back to them so they can answer them.  JD will get suggestions on peer reviews and recommendations.  The applicant asked for a continuation to December 6, 2012.

JD motion to continue to December 6, 2012 at 7:00 PM as requested.

JD stated requests would go out to DPW, Conservation Commission, Inspectional Services, Planning Board.
